Guangdong Emissions Trading Scheme Workshop

Guangdong is one of China's most industrialized provinces emitting 490 million tons of carbon dioxide (CO2) in 2008, which if it was a country would make it equivalent to being the 11th highest emitter in the world. Thus, a successful ETS just at this Chinese provincial-level has enormous potential to reduce global C02 emissions. The provincial government has committed that Guangdong's pilot ETS system will be launched in 2013.

On November 4, 2011, the Institute for Sustainable Communities (ISC) partnered with Guangzhou Institute of Energy Conversion-China Academy of Sciences(GEIC) to host a workshop in Guangzhou (Guangdong Province) for U.S. and Chinese experts to share their experiences of Emission Trading Schemes (ETSs). The workshop's keynote speakers - Mr. Jeremy Schreifels (a Senior Policy Analyst from U.S. EPA's Clean Air Markets Division) and Mr. Jeff Huang (Managing Director of the Greater China Intercontinental Exchange) - described U.S. and other international best practices to key provincial stakeholders from Guangdong's recently designated carbon bourse (the Southern United Assets & Equity Exchange), potential ETS pilot industries, and several academic institutions, including the Guangdong R&D Center for Technological Economy, Sun Yat-Sen University, and the Guangdong University of Technology. Experts from the Vermont Law School also attended.
