Seminar for Chinese Officials on Energy Efficiency Regulation.

On November 22 and 23, 2010, experts from the Regulatory Assistance Project (RAP) gave a seminar in Beijing to 42 State Electricity Regulatory Commission (SERC) officials on the role of power sector regulators in promoting energy efficiency - primarily focusing on the role of the grid companies in light of China's recent released Demand Side Management rule. In addition to RAP, experts from the Northwest Power and Conservation Council and from the Natural Resources Defense Council also spoke at the seminar.

RAP is one of the implementing partners of USAID's US-China Partnership for Climate Action (PCA) program which is managed by the Institute for Sustainable Communities. RAP's role in the PCA program is to provide advice to SERC officials on integrating regulatory and policy changes that make energy efficiency activities profitable for the power companies, thereby driving energy efficiency to become part of the core business for the power sector.

To-date, the revenues of China's two state power companies have been based on sales, so they have had little incentive to encourage energy efficiency (half the increase in annual CO2 emissions worldwide in 2008 was attributable to China's power sector). The seminar was also supported by ClimateWorks Foundation, in partnership with the Energy Foundation.
