On May 17th, 2011, the Institute for Sustainable Communities (ISC), the managing partner of the USAID funded US-China Partnership for Climate Action (PCA) program, signed a Framework Agreement with the Jiangsu Provincial Development and Reform Commission (JSDRC) to cooperate on building the capacity of cities for low carbon development.
