In Nanjing, 26 deputy mayors and DRC directors from all 13 Jiangsu cities participated and Mr. Xuming, the Vice Governor of Jiangsu Province delivered opening remarks. The 1st CLA training module covered a variety of topics such as low carbon city concepts, approaches and tools, plus stakeholder processes for decision making.
The CLA brought in more than 20 national and international experts, including Mr. Junfeng Li, Deputy Director, NDRC Energy Research Institute, senior representatives from Boston, Minneapolis and Seattle, to deliver high quality training. Mr. Steve Nicholas, Vice President of Climate & Environment Programs, Institute for Sustainable Communities gave the presentation on "What is a low carbon city Seattle case" according to his rich working experience at Seattle at past 8 years. The interactive peer learning approach, a unique CLA feature, was highly praised by the Chinese participants.
The CLA is a major capacity building activity in the city component of the US-China Partnership for Climate Action (PCA) program, organized by ISC.
This first training sets the stage for a series of CLA programs over the next 3 years, including deeper capacity building in various aspects of low carbon development, for example building energy efficiency, efficient transportation, and climate change adaptation.
